view sys packages in non-sys schema

Hi,

using 10.2.0.4 and was asked if could view sys packages in another schema.

can grant execute on package e.g utl_smtp to non-sys user but cannot see the packages listed in 3rd part developer tool which shows packages.

Also this package is wrapped as when look at it in sys text shows as encrypted in user_source.

How can we view the code in non-sys schema of this package?
