VGS-1701/REP-1800---Memory/Formatter Error

Hi All

I have made a matrix report.Its an bitmapped report and is shown on a screen to the user.
The report sometimes gives me REP-1800 "Formatter Error" / VGS-1701 "Out of Memory".
Specifically the error is shown when the user navigates from one page to other and only grandtotals are shown on last page(ie last page contains no data set and only Grand totals).
I have researched in that report and saw some strange results: i have shown "0" in report where there is no filler row for across and down group. Now when i remove this "0" then report works fine. To me it seems like a bug.
Has anyone got a clue what the problem is??
