Very high number of execution in Statspack

Hi

This is a 30mins interval statspack report's load profile taken during peak hour for a 9206 db running siebel. The problem we are facing now is latch free wait and 100% cpu utilization.

As you can see there is a very high number of execution, 7371/sec. If we cannot bring down the number of execution, is there anything that i can do to ease the performance issue.

Is there any guideline on the number/value where exceeding the threshold values would warrant closer attention?
