verify_function

Good Day Everyone,

I have a problem on oracle 10g installing oem db control. It is with the password verify_function. When using the emca to create the repository it always kicks out saying the password does not fit the function paramaters. Which is not so. I ran the following script in the $Oracle_HOME/rdbms/admin/utlpwd.sql before doing so to activate it. I had tried several times to create this repository and am getting sore hitting my head with a lead pipe.

Does anyone have any suggestions? I have tried several passwords with no affect.

Is there a step I am not performing?
