VB Progs do not connect after 10.2.0.4 upgrade

Hi, I have just upgraded from 10.2.0.1 to 10.2.0.4, upgrading the existing home and using upgrade assistant to migrate the database.
I have rebuilt my listener and any VB programs that connect error with:

Automation Error
The specified module does not exist
-2147024770 (8007007e)

This is an oracle objects for ole (oo4o) error. The developer believes it is because it can't find an Oracle dll it needs.

The upgrade and listener rebuild are all that has changed. I can sqlplus and rman to the database. The VB program (which was working fine immediately before the upgrade) does not post a message in the listener.ora, however, I do not know if it did beforehand.

Is anyone else familiar with this?

Windows 2003 Server, Oracle DB 10.2.0.4 SE, Oracle iAS 10.1.0.2.
