Varitas Cluster Software + Oracle Clusterware Installation

i am lost....Do we need 2 cluster software,
Varitas cluster software + Oracle Clusterware On top of that...I thought these are same thing alternative for each other, If we are installing vcs then we dont need Oracle Clusterware? make me right plz
