validate database hangs

Oracle Linux 6.8

Oracle 12.1.0.2

I'm trying to test a switchover using broker. SHOW DATABASE works for both the Primary and Standby. "validate database 'PRIMARY'" works but the standby returns "ORA-16713: The Oracle Data Guard broker command timed out". The standby is working I can switch logs and they transport and apply. The command returns the same error on both

What I have checked or tried:

1. Bounced the standby.

2. Doubled check listener and tnsnames.ora on both servers.

3. Rebuilt the standby using RMAN.

4. Removed Broker setup and recreated.

5. Reviewed these MOS documents

      dgmgrl command hang [2007507.1]

I don't see anything in the alerts logs or broker logs. If I increase "OperationTimeout" it just takes longer for the error to occur.

If anybody has another idea I'm happy to test it.
