UTL_MATCH vs ORACLE TEXT

Could someone tell me pros and cons of using UTL_MATCH and ORACLE_TEXT in case when I have a task for compare strings in similarity?

I'll appreciate if you can share your experience on using this UTL_MATCH or ORACLE_TEXT (performance, quality, functionality issues if any).
