utl_mail does not work properly with password protected pdf as attachment

hi,

i am using Oracle Database 11g Enterprise Edition Release 11.2.0.4.0 - 64bit Production on windows on windows server 2012 R2, with wls and oracle forms and reports 12.2.1.

i am using utl_mail to send pdf generated by oracle report builder and everything work fine until i have used the 'pdfuser' parameter in the report (generate password-protected pdf), then, the attachment pdf open by password but blank or wrong data in it.

is the utl_mail unable to send password-protected pdf or i should change something (mime type, encoding option,.......)
