UTL_HTTP Work fine but APEX_WEB_SERVICE gives me ORA-24247 Local database

Good Morning Community,

i suprised by the error ORA-24247 whenvever i try to execute apex_web_service. but the utl_http works fine for me weather http /https

here is some information :

Enviroment Local server
Database version 19.3.0.0 Entreprise Edition
APEX VERSION APEX_230200
ORDS VERSION 23.4
Secure SSL YES
Wallet Configuration YES
APEX WORKSPACE SHOWROOM

ACL configuration with details

APEX_WEB_SERVICE test with SHOWROOM result:

UTL_HTTP test with SHOWROOM :

Is there anything I'm missing?
