UTL_HTTP and UTL_DBWS packages

Dear All,

Could you please let me know whether we need to seperatly install UTL_HTTP and UTL_DBWS packages to Oracle 11g & 10g or by default these packages are installed when installing database.

Is one of these packages enough to invoke a BPEL Web service or do we need both package to invoke a Web Service?
And what is the different between UTL_HTTP and UTL_DBWS packages?
