utl_file package

I need to use the utl_file package but i discovered that this package has compile errors on my OracleDataBase10g Express edition. If i try to recompile it, i receive this error: "Error: PLS-00753. I've unistalled and downloaded again Oracle express but this package, as most packages under sys user, is still in error.

Can someone tell me why ?
