utl_file - alternative way to copy file from one directory to another directory

Please provide the altenative way to copy file from one directory to another directory. The below code not working.

utl_file.fcopy('UPLOAD', -- must be in upper case

'corr1_v.csv', 'COMPLETED', -- must be in upper case

'corr1_v.csv');

utl_file.fremove('UPLOAD', 'corr1_v.csv');

END;
