UTF8 and Chinese characters

We have an application built using Developer 6.0. In that application we need to input Chinese and English characters at the same time.

We have created the Oracle8i database using the UTF8 character set, in order to store Chinese and western characters.

The client PCs have installed the Forms runtime from Developer 6.0, and set the NLS_LANG to AMERICAN_AMERICA.UTF8. Were using the font PMINGLIU.TIF in the Forms.

We test our developer application and it seems right. We can input words in Chinese and we can do queries with Chinese word and all its going right.

The problem that we found is the next: If one user input something with windows 2000 in Chinese it can not be read fine in other computer with windows 98. And the same in the other case: An input done from windows 98 can not be read in a computer with windows 2000.

In windows 2000 we use the default windows application to write in Chinese and in windows 98 we are using the application TwinBridge. We try with others external applications and the same result.

What is happening?

What kind of font we need? PMINGLIU is right? Can we work with ARIAL for example?
