utf-16 encoding

Hello
I would like generate xml file utf-16 encoded with jdom but
the method setEncoding support only utf-8,ASCII,ISO..

there are 2 solutions:

-generate an utf-8 xml encoded file and transform it in utf-16
-generate direct utf-16 xml file

somebody can provide me a solution
