UT- Custom images in Navigation List

I use custom images in lists for navigation. I have converted my Apex 4.2 application to Apex 5 and the Universal Theme and I can't get my custom images to display.

I have edited the region attributes to display "Card" with icons but these only seem to load the Font Awesome icons.

I can't find a way to get #WORKSPACE_IMAGES#filename.jpg to be visible.

Does anyone know how to get this working?
