Using webutil, reading a text file from a client computer in 10g

Hello ,

i have just migrated my system to developer10g AS10g. but problem is how to read the text files from the client computers in 10g. i am using Application server 10g. recently i save my text files at application server machine and then import data into database but i want to read text files from client machines.

some people asked me to use webutil package but how can i use it? (i am new to 10g)
