Using SQL Developer with Oracle Rdb on VMS

I have an Oracle Rdb server that runs under OpenVms (HP machine).
The version is: Oracle Rdb SQL V7.2-020.
Can I use SQL Developer (installed on Windows PC) to view and maintain the DB tables?
Which are the settings I have to do to create the right connection?
