Using 'REUSE STORAGE' with 'TRUNCATE TABLE' command

Does 'truncate table ... reuse storage' speed up the truncating process?

Sometimes a truncate statements takes about 30 minutes, and other times only a few minutes.

What are the draw backs of uinsg 'reuse storage'?
