using grid link to content load URL using tabs, can not close tab after load

I'm using a grid link column to content load URL into a new tab, It loads and reuses fine, the problem is I cant close the tab after content load. The loaded page is a url that runs a oracle report.

the column is a link, with a url. see 1

the dynamic action works and is based on apex click, jquery selector, see 2

the content loader loads page into parent page, since the current page was content loaded from that page, see 3

how do I troubleshoot a content loaded page that will not close?
