Using CMS SDK w/o Application Server

In the majority of the CMS SDK documentation, I have seen reference to Application Server. However, I don't see anything that really says that Application Server is required. Can I use the CMS SDK without Application Server, instead choosing something like Websphere? Will I encounter any performance problems or development inefficiencies? Thanks.
