Users are not getting Provisioned from OID to EBS

Hi,

Newly configured test environment EBS 12.1.3 integrated with OID 11.1.1.2.0.

As this is test env. EBS and OID are installed on same server.
When user is created in OID not getting provisioned in EBS. DIP and all the node processes are running.
As new to sso please help how to troubleshoot.
