Usermod, Groupadd, commands not found

OS: Oracle Linux 5.10 32 bit

Oracle VM Virtual Box 32 bit

Problem: Linux has been installed, and it is up and running. Now I am trying to install Oracle 11.2.0.1.0. BUT when I try to run the commands: usermod, groupadd, I get errors " Command not found".

I have done, #which usermod

I got : /usr/bin/which: no usermod in (/usr/kerberos/sbin:/............)

Please advice. If you need more info, please let me know.
