User with Review Level 2 provisioning shouldn't be able to see data until it reaches the RL2 state

Dear All

I need to need to understand if this is possible at all. HFM (11.1.2.2)

A. I have a user who is responsible data load and adjustments in HFM. Once his data correction is complete, he promotes to the next review level, wherein, his manager will review it.

B. But, the manager is able to see the data even if Process Control is in First Pass.

Query: We don't want want the Manager to be able to see the data, until the Process Control has been promoted till "Review Level 2". Is this even possible?
