User who last modified table, time and shifting value to other table??

Good after noon

I need help that if anybody modifies and deletes any column value from certain table then table shows me the last modifier name, time and also i want to shift old value to another table with same user name, time with new provided value. I am using oracle db 10gR2.

I am new to db, please help me sorting out this problem,
