User username requires ADMIN privilege to perform this operation - APEX_UTIL

Hi, I have permissions issue with calls to APEX_UTIL, eg APEX_UTIL.GET_ACCOUNT_LOCKED_STATUS.

It's fine when a user defined as APEX administrator runs it.

Any other user including developer received this error: User username requires ADMIN privilege to perform this operation.

I followed this post, no difference.

I need to call it from inside APEX by a non-admin user, can it be done?

Any help is much appreciated.
