user_tab_modifications only updated by gather_stats_job?

Hello,

I thought the user_tab_modifications view would be populated approximately every 15 minutes. In fact, last update of user_tab_modifications is done roughly at the time of gather_stats_job or the day before? Is population of user_tab_modifications done by another scheduler job or triggered by a parameter?

Using Oracle v10.2.0.3...
