User cannnot have blank password on Sun Solaris 10 x86

If PASSREQ macro in /etc/default/login is set to YES, then a user cannot have blank password. But on Solaris 10 x86 box when value is set to YES, it is possible to create a user with blank password.
After changing setting into /etc/default/login file user is able to login without password.
Please let me know the steps requires to configure user without null passwords.
