Use of TBR with date/times instead of just dates

Is it possible to use time-based reasoning with dates and times (rather than just dates)? For example, my client has rules about transactions that are logged on a minute-to-minute basis and wants to reason about them by looking at overlapping periods of time.

I tried to set date/times as change points in the debugger and via rules, to no avail.
