Use OEM Base with no license required Standard edition 11g

I know that the OEM base configuration is free to use on Oracle 11g Standard edition. and I know that the Management pack cannot be used or licensed for standard edition unless upgrading my database to enterprise edition.

My question is where can I find a document from Oracle state that the basic configuration and use of OEM on Oracle 11g Standard edition is free with no additional license to buy?
