URL Page Number Ignored

Oracle APEX 21.2.9

I am sending an email from PL/SQL letting the users know a report is ready and providing a link to the Apex page. The link works, but when clicked it takes the user to the main page for the application, even though I have provided page 37 in the URL. Why is the page being ignored?
