URL Encode and Decode

Hi Experts,

My Oracle Version:

BANNER                                                                          
--------------------------------------------------------------------------------
Oracle Database 11g Enterprise Edition Release 11.1.0.7.0 - Production          
PL/SQL Release 11.1.0.7.0 - Production                                          
CORE	11.1.0.7.0	Production                                                      
TNS for 32-bit Windows: Version 11.1.0.7.0 - Production                         
NLSRTL Version 11.1.0.7.0 - Production                                          
5 rows selected.

I got the requirement to check any URL encode and decode methods available in common for O racle and PHP,
Since URL will be encoded in database at the time of retreiving data from database but it will be decoded in PHP without db connection.

Hope my scenario will be clear to you, is any common function available in oracle and php for this process?
