Urgent - time out occured while waiting to lock object - ora-04021

Urgent - I have a problem with Oracle 9i database. I am not in a position to issue DDL statments or compile packages.

Error message is ORA-04021 - time out occured while waiting to lock object.

Even after removing the locks on the object or killing a particular session i am not in a position to do the above said operations.

I am not in a position to alter a table or drop a table or recompile a package.

Please help me on this.
