Urgent:Send an email with attachment using .bat file

Hi,
I have PL/SQL block which will generate the output file named "TARGET.txt". This PL/SQL block executes using .bat file (windows scheduler program).

Program scheduled in my local system only.

Now I have requirement, once excution of above PL/SQL is completed then I need to send an email with above attachment (target.txt) file.

In my system, I am using WINDOWS MICROSOFT OUTLOOK 2007.

Please let me know steps to do the above requirement.
