URGENT! HTTP 403 forbidden in directory browsing for ORDS

Hi, I am using ORDS 3.09 and I have used this command "java -jar ords.war &" to use ORDS. However, when I point my browser to a folder, it keeps saying http 403 forbidden. How do I configure it to allow directory browsing in ORDS? This is jetty-http.xml file I am using. Please help!!! Many Thanks!!!
