Urdu Language Not Show Client (PDF Report)

Dear members,
I am using the report 12c for report development. When I run the report paper layout in report builder it shows proper Urdu language. But when I run it on client side in in browser in pdf format it shows Question marks instead of Urdu language.
I am using the following below products
Weblogic 12.2.1.3
