Uploading file(s) to a file server

Good Morning All,
We're running Oracle APEX v4.0.2.00.07. I'm new to APEX, so you'll have to be patient with me.

I'd like to use APEX for the following: we have some users that will need to upload file(s) to a particular folder/directory on our production web server -- we don't want the users to have access to the entire web directory, just a folder/directory based on their project. I'd like to know if within APEX, I can set up different user accounts, have the users browse their hard drive, and then once they select the 'Upload' button, the file(s) will be uploaded to a particular folder/directory on the production web server. The files that will be uploaded for the time being will be text files and they will overwrite the existing text files currently on the web server. If all goes well, we may have users upload word documents, excel spreadsheets, and PDF files, but that will be further down the road.

Can the above be done without using a database? I just want this to be a straightforward upload to a particular folder/directory on our production web server.
