upload text file with Ñ character

hi,
i use oracle express 10g.
the character set is AL32UTF8
the file have the character Ñ.
i use too application express to upload the file
application express store the file in blob, i have problem to read and use this file with character Ñ. if i convert the character, after when i generate again the file to filesystem the character Ñ is wrong, is another character
i tried to change the character set to WE8ISO8859P1 but i obtain an error

how can i install a 10g express edition with WE8ISO8859P1 character set?
