Upload CSV File Data into Database

Hi to all,

I need one advise, actually i have a CSV file and i have to insert its data into the oracle database and i know it is possible through SQL*Loader but i can't used it because this is custom application which i m using.
So, is there any other way and is it possible through creating procedure if yes then give me any solution, i need it urgently.
