upgrading from oracle forms 10G to forms 12C

we are upgrading from Oracle forms 10G to Forms12C, the problem is i'm unable to run the forms locally ( unable to debug errors or step through the forms) . Does 12C allow to run the forms locally?

when i click the run button (green button) get the FRM-10142 error. I was advised to install the weblogic on my machine...would that help? if so what steps should I take, please advise?
