upgrade oracle client 10.2 to 19c

I currently have linked servers (ms sqlserver) using Oracle oledb 10.2 to access Oracle 12c database. We are upgrading our Oracle database to 19c and will need to use oledb version 19c.

Can someone point to a KB article that explains how to upgrade the 10.2 client to 19c?
