Oracle Database Discussions

Hi,

I am working on Oracle 9i (9.2.0.7.0) on win xp 32-bit. (I know we are out-dated and oracle 9i is de-supported long back and we should have been upgraded. But believe me guys, I am not the decision maker and finally after many rounds of discussion, I am told to move on to 11g). Since I can not move to 11g from 9.2.0.7 unless I move to 9.2.0.8, I am trying to install db patch (p4547809_92080_WINNT) and then CPU patch (p9683644_92080_WINNT) on the existing home. But when I tried to install p4547809_92080_WINNT on the existing home, I am getting list of windows services to be down. Below are the services:

I spoke to our system admin but he says that all of these services can not be shutdown as these are basic ones. How do I install these patches? If you feel that I am using wrong patche/s, please feel free to correct me by pointing out the correct patch number/name.
