I have a oracle 12c want to upgrade to 19c , my software vendor suggest create a database and then export / import data to it , they said it is better than in-place upgrade , because if there is any issue for any reason , it can be pointing to the old one.
As I know Oracle have tool can be used to upgrade 12c to 19c directly , this is a stable tool to do the upgrade ? which one of upgrade method is better ?
