Updating/Appending data to a table from CSV

Hi Experts,
I am very new to Oracle. I have a scenario where i get a CSV file posted into a folder daily. I need to upload the same to a table, the csv file may have already existing records which we might want to update and also new records which needs to be inserted newly. Can anyone suggest a best practice for this. Im open to use Perl/Shell scripting. Please let me know.
