Update Map data NAVTEQ!

Hi all!
I'm try to make a map view in OBIEE 11g with NAVTEQ map data, i want to make a map of VIETNAM but NAVTEQ sample for oracle not have data about CITY, STREET...
Can u help me to learn how to update it.
