unzip a unix tar file of an oracle database

Hi. I have been sent a unix tar file from an Oracle database and have not been able to extract the files into a program that will properly allow me to view the data. I am working in Windows and wonder if I can still extract the files for use in some type of program like Microsoft Access or Excel?
