Unsupported Oracle database version - vendor code 0

Hi,
we are trying to move from Toad to SQL Developer and a colleague gets the above error when he tries to connect to an 8i database.
The rest of us get 'Database versions 9.x and above are supported', but we just click on OK and carry on without any problem.
Sure, there are some minor things that don't work (e.g. no index tab), but generally, it is quite workable and will do until we move up to 10g in a few months time.

I just want to know why this one person gets a different message and cannot continue on to access the 8i database.
