Unlocking HR user!

Hi All! I want to unlock "HR" user to get the sample schemas but unable to do so; sql plus showing an error which says " Identifier missing"; there is nothing wrong with the syntax and i have used alter user command moreover i read that it should be downloaded so how can i check that?
