unknown Character in first Line using utl_file.get_line

Hello Oracle Community,

10g Express, character set AL32UTF8

When I try to read an UTF-8 file I get an unknown character only in the first line. All other lines are fine. The first line looks like this:

¿"8";"SOMIO";"00000798";"18,04,36,01,06,09,35";"09.10.2009";"09.10.2009"

the first line in the original file is:

"8";"SOMIO";"00000798";"18,04,36,01,06,09,35";"09.10.2009";"09.10.2009"

Any suggestions what I am doing wrong ?
