Unknow Error on Page Designer

Hello, this is my Architecture

APEX: 19.1

Oracle: Oracle Database 11g Release 11.2.0.4.0 - 64bit Production

ORDS: 18.4.0.r3541002

APP Server: Apache Tomcat 9.0.17

APEX was working fine until today. when I go to the Page Designer to edit any page I get this error:

In the ORDS Server, there are not logs about the error on Apache Logs and I don't know where to search for more information.

I have other two DataBase connections configured on the ODRS, both are working fine.

Also, I run this command to validate the DataBase and it did not generate errors

java -jar ords.war validate --database develop

Can you help me to solve this problem?
